Purpose and Reason:

This amended rule reflects provisions of the Defense Appropriations Act (P.L. 111-118) changing the status of Iraqi and Afghan Special Immigrants to have the same eligibility for public benefits as refugees. This rule further reflects technical revisions throughout to comply with current State and Federal Law, and enhancements to internal procedures on program operation.
